Whether Ryan went down because of it, a toe pick, or a dive, is irrelevant. A Penalty Shot will be awarded when a player is fouled from behind in a way that they lose a QUALITY scoring opportunity. Even if Ryan had stayed on his feet, his hand had been hooked; any shot/chance he would have had after recovering would have been of a much lower quality than what he would have had if the foul had not occurred, hence a penalty shot.

And for those wondering what would have happened if they called the dive on Ryan: A penalty shot does not count as a time penalty, so it wouldn’t have cancelled the shot out or anything. Ryan would take the shot, and had he missed he would have gone to the box and the Wings would get a two minute PP. (I think, I’m a little sketchy on this one and couldn’t find it in the book. Makes sense though)
